Introduction

This Measure is the National Assembly for Wales’ first significant piece of primary legislation about children. It is a large piece of legislation which is likely to mark the start of a process of increasing divergence in the law relating to children as between England and Wales. The ‘flagship’ element of the Measure concerns eradication of child poverty in Wales. Further provisions of the Measure deal with play opportunities, reform of the system for regulating child minding and day care in Wales, the creation of integrated family support teams and a new local authority post of family social work standards officer.
