Explanation of sections 42 to 45 – Preliminaries to adoption

Introduction

This group of sections place a number of hurdles in the place of applications for adoptions, especially non-agency applications. Overall, their purpose can be assumed to dissuade applications from being made unless it appears likely that a sufficient bond has developed, or is likely to develop, between the child and the prospective adopters.
