This section provides for the tidying up of various loose ends. It says that nothing in this Part affects any other duties of local authorities (subsection (1)) and it provides for the Secretary of State (the Welsh Ministers - Welsh central government - in Wales) to determine disputes between authorities as to in whose area a child is ordinarily resident for the purposes of various provisions of this Part of the Children Act (subsection (2)).
