This section was inserted in the Children Act 1989 by the Children & Young Persons Act 2008. The Explanatory Notes to the 2008 Act describe it as follows:
“[This section places] a new general duty on local authorities to take steps to secure sufficient accommodation that is appropriate for the needs of children they look after within their authority area.
