Section 4A - Acquisition of parental responsibility by step-parent

This section was inserted into the Children Act 1989 by the Adoption and Children Act 1989. The Explanatory Notes to the 2002 Act describe the thinking behind the provision as follows:
“This measure is intended to provide an alternative to adoption where a step-parent wishes to acquire parental responsibility for his or her step-child.
