OVERVIEW OF THE ACT
The Apprenticeships, Skills, Children and Learning Act 2009 is a large piece of legislation which deals with a wide range of topics.  This guide only deals with those provisions which are of particular interest to social workers or social care workers for children, namely:

(i) the new range of obligations in relation to the education of detained children or young persons: sections 48 to 52 of the Act;

(ii) the provisions which alter the arrangements for the conduct and membership of Local Safeguarding Children Boards in England and put Children’s Trust Boards on a statutory footing: sections 193 to 197 of the Act;

(iii) the new duties of local authorities to provide ‘Sure Start Children’s Centres’: sections 198 to 201 of the Act.
