The Early Support (ES) programme represents the translation into practice of key DfES/DH joint policy guidance on disabled children from birth to three years, their families and associated multi-professional services. Beginning with a one year pilot (at that time known as ESPP – the Early Support Pilot Programme) it progressed to a further three years of implementation representing a central government investment of around £13M. The evaluation study reported here concerned phase 3 of that implementation and involved 46 Pathfinders throughout England.
