Policy background
This Act is the culmination of central government’s drive to increase the number of adopted children, principally as an alternative to long-term local authority provision. This process began in earnest with the report of the Prime minister’s Adoption Review in July 2000 and was swiftly followed in December 2000 by the white paper, Adoption – A New Approach. A Bill was introduced into parliament in 2001 and it subsequently became the Adoption and Children Act 2002.

The overall effect of the Act
The three stated aims of the government in bringing forward this Act were to promote greater use of adoption, improve the performance of the Adoption Service and to put children at the centre of the adoption process.
